湄公河大案五年祭:向中国公安致敬!

In some ways I envy China.没有律师,没有上诉,没有民权团体,只有正义。在某些地方,我有些妒忌中国。中老缅泰四国湄公河联合执法在刚刚上映的电影《湄公河行动》中,一开场就提到了在2011年10.5湄公河惨案发生后,在中国有关部门的努力下,中国、老挝、缅甸、泰国四国在北京签署《关于湄公河流域执法安全合作的联合声明》,声明签署当天距离10.5案发生仅仅过去26天。2011年12月10日,中老缅泰湄公河联合巡逻执法首航仪式在云南省西双版纳关累港举行,四国联合巡逻执法正式启动。转眼五年过去了。2016年9月23日,中老缅泰第50次湄公河联合巡逻执法行动圆满结束。截至目前,四国执法部门已成功联合开展执法行动50次,保持每月至少一次的常态化。不要简单的认为一个月一次的行动看起来频率不高,每次行动都只是一系列行动的统称,每次行动都会出动执法人员百人次以上,船只十艘次以上,航程数百公里以上。在金三角重点水域及地段开展水陆联合查缉48次,共检查船只718艘,人员3151人次,货物5.142万余吨,救助商船138艘次,为850余艘商船进行护航,有效维护了湄公河流域的安全稳定。这些数字的背后,是更多惊心动魄的故事。第二次巡航时,巡航编队在会龙河口附近,得知中国船只“盛泰11号”在湄公河上遭遇枪袭,巡航编队成功对该船实施救援,没有人员伤亡。第四次巡航后,由于糯康被执行死刑,糯康的兄弟和他的手下在泰国购买了两枚火箭弹和发射器欲实施报复。中国公安边防水上支队通过情报部门掌握了这一信息,和缅甸方面联系,进行了清剿。还有一次,水上支队通过情报部门得知,糯康残余势力打算把水雷放在江底,在湄公河航道某一地点对编队进行袭击,也被提前处置。每一次联合执法,那看似轻描淡写的“成功处置”,“完成清剿”的背后,是你难以想象的艰险和复杂。随着第50次联合执法的胜利结束,今天的湄公河和金三角流域,已经不再是当年那个令所有过往船只谈之色变的“鬼门关”了。除了四国在湄公河上的联合巡航执法外,在中国公安部的努力下,针对打击毒品源头展开的“平安航道”联合扫毒行动也已经进入第三年。2013年由中国发起建立的中老缅泰“平安航道”联合扫毒行动机制,经过三年多的发展,特别是从去年四国鉴定《“平安航道”联合扫毒行动三年规划(2016-2018)》、邀请柬埔寨、越南两国加入以来,机制已更加成熟、行动更加果断、效果更加突出,有力打击遏制了湄公河流域毒品犯罪活动,维护了整个地区的安全稳定。2013年4月中老缅泰四国成功开展了第一届“平安航道”联合扫毒行动以来,破获了“3.19”、“239”、“207”等一系列有影响力的跨国毒品大案。行动的战果在去年召开的第二届中老缅泰“平安航道”联合扫毒行动高官会议上,泰国国家禁毒委员会秘书长坡蓬通报了2014年行动期间所取得的战果。共抓获犯罪嫌疑人3398名缴获2500万冰毒片剂2万公斤麻醉剂8153公斤咖啡因1万公斤易制毒化学品1556公斤海洛因179公斤鸦片每一个数字的背后,同样是各种难以用文字简单描述的故事。而这样的行动,在中方的努力下,仍在更大力度的开展。自今年9月1日开始,为期三个月的2016年第二阶段“平安航道”联合扫毒行动正式启动,该行动由澜沧江-湄公河沿岸中国、老挝、缅甸、泰国、柬埔寨、越南六个国家统一组织开展。湄公河惨案已经过去五年,但是这五年间,中国公安却已经通过各种难以用文字简单描述的工作让湄公河不再令人闻之色变。禁毒是一项艰苦卓绝的工作,参与这项工作的人,绝大多数都是既不能公开身份,也不能放出照片的,所以他们所做的一切,都注定将是默默无闻的。向中国公安致敬,向那些最可爱最可敬的人致敬!他们所做的一切,他们所付出的一切,就是为了让五年前的湄公河惨案不再重演,让毒品不再污染我们的净土。有句话此刻绝不矫情:你之所以看不见黑暗,是因为有无数勇敢的人把黑暗挡在了你看不见的地方。谨以此缅怀13位遇难的中国船员。
